The Virgin Islands Department of Education Procurement Division has oversight for all the Department’s purchasing, strategic sourcing, contracting, vendor payments, and warehouse operations. The Division procures reasonably priced, high-quality goods and services for schools and activity centers while preserving organizational, financial, civic accountability, and ensuring compliance with local and federal regulations. The Division supports VIDE’s mission and functions to acquire the resources necessary to commit to the superior preparation and performance of every student for continuing education.

The purpose of this Request for Proposals (RFP) is to solicit proposals from provider(s) qualified to provide daily maintenance operation and monitoring in accordance with local and federal standards for 16,000 GPD Sewage Treatment Plant located on the southeastern corner of the Yvonne Millner Bowsky Elementary school located in St. Thomas, U.S. Virgin Islands . The waste water treatment plant is fenced around its perimeter and kept padlocked, it accepts waste from the sewer system that collects waste from all restrooms and kitchens. The approximate population of the school is 900 students. The plant requires daily maintenance operation and monitoring in accordance with local and federal standards. The successful contractor will be required to provide all labor, supervision, tools, equipment, and materials to execute the work.

These services are being requested for the current VIDE IDEA State Rules, VIDE Territorial Rules, and the Procedural Safeguards for Parents, in accordance with The Individuals with Disabilities Education Act, as reauthorized in 2004 (IDEA) and most recently, as amended through Public Law 114-95, the Every Student Succeeds Act, in December 2015.

RFP-DOE-2021-008 21st Century Community Learning Centers (21st CCLC) Grant Program for Grades K-12
The Virgin Islands Department of Education (VIDE) is now accepting subgrant applications (proposals) from V.I. Government agencies and non-governmental to include non-profit community and faith-based organizations to fund Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) in the St. Thomas/St. John and St. Croix Districts. This grant competition seeks to award applications that will establish or expand before or after school, and summer community learning centers that provide academic, artistic, and cultural enrichment opportunities to school-age children in order to meet state and local standards in core academic subjects. The 21st CCLC grant will particularly cater to students in high-poverty areas and those who attend low-performing schools. It is expected that established 21st CCLC programs will provide various academic enrichment opportunities to assist students to meet state student performance standards in core academic subjects such as reading and mathematics, along with activities designed to complement the students’ regular academic program. Points are given to applicants who can clearly explain how and why they intend to provide specific activities along with the desired outcome, while simultaneously collaborating with one or more agencies.

This overall Design-Build Project consists of the demolition of One (1) Concrete Staircase Cover, repairing of some Concrete Spalding issues, and, when additional funding becomes available, replacing the removed Concrete Staircase Cover with One (1) New Canvas Cover at the Ulla Muller Elementary School.

One-Time Deep Cleaning and Sanitation Services

Summary and Scope of Work
The Contractor shall be responsible for providing the necessary, tools, supplies, equipment, and labor to complete the requested services. A listing of all cleaning products to be used should accompany this bid sheet for the VIDEs review and approval prior to the commencement of work.
The Department of Education (VIDE) request sanitization and deep cleaning janitorial services to mitigate the occurrence of Covid-19 at all schools in the St. Croix District as listed in Attachment A. The Contractor shall be responsible for cleaning (dirt removal) and subsequently disinfecting (kill germs) all administrative offices, bathrooms, kitchenettes, conference rooms, lounge rooms, storage closets, classrooms, student bathrooms, cafeterias, and other common areas located throughout the campus as described in Attachment A. The contractor shall also clean all screens and windows.
The Contractor shall disinfect all doorframes, door handles, bookshelves, desks, chairs; and shared electronic equipment inclusive of telephones, remote controls, computer keyboards and monitors. Cleaning and disinfecting all bathrooms and its fixtures inclusive of sinks, faucets, toilets, dividers, etc. are necessary. All floors located throughout the campus should be mopped. The Contractor shall utilize Environmental Protection Agency (EPA) approved 99% antibacterial disinfectants similar to Clorox Bleach, Pine Sol, etc. A listing of all cleaning products to be used should accompany this bid sheet for the VIDEs review and approval prior to the commencement of work.
The selected Contractor shall also provide floor waxing services in all schools with the exception of modular classrooms. The VIDE will provide supplies, particularly stripper and wax for all elementary and Jr. High schools. The cost of St. Croix Central High, St. Croix Educational Complex, and CTEC waxing shall include all labor, equipment, and supplies.
Expected Term: July 19, 2021- July 30, 2021
