POSITION: PERSONNEL ASSISTANT

DESCRIPTION

The Personnel Assistant is responsible for maintaining human resource records of Department employees. Work in this class involves the preparation of a variety of personnel documents in accordance with established procedures. The Personnel Assistant reports to a higher level officer.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Records information and answer questions for employees;
  • Researches information about absences or job performance;
  • Updates  the  appropriate  forms,  including  Notice  of  Personnel  Action,  when  changes  in employment occur. (For example, an employee receives a promotion or adds a family member);
  • Prepares reports for the Director;
  • Perform a variety of other clerical duties, including answering telephone calls or letters;
  • Sends out announcements of job openings or job examinations;
  • Prepares verification of a person’s employment for authorized signature;
  • Provides authorized information from the employee’s personnel records;
  • Contacts payroll departments and other government agencies to verify changes to records;
  • Explains the Department employment policies;
  • Requests references from present or past employers;
  • Informs job applicants by telephone, letter, or e-mail, of their employment application status;
  • Utilizes a variety of computer programs / software to enhance efficiency and meet goals and objectives;
  • Attends meetings and conferences;
  • Performs other duties as required or assigned.

FACTOR I: KNOWLEDGE AND ABILITIES

  • Knowledge  of  the  Department  policies  and  procedures  which  may  include  familiarity  with cooperating government agencies;
  • Knowledge of various software applications, such as Word, Excel, Power Point, Access and other computer programs and software;

  • Ability to exercise complete confidentiality appropriate to job requirements;

FACTOR II: SUPERVISORY CONTROLS

  • Employee works under the supervision of a higher-level officer who assigns duties, describes scope of goals and objectives.
  • Work is controlled by routine review and reporting to or consultation with supervisor.

FACTOR III: GUIDELINES

  • HIPAA federal guidelines and Department policies and procedures and Labor Union Bargaining Agreement must be followed.

FACTOR IV: COMPLEXITY

  • Work is of a confidential and organizational nature that may involve a variety of duties requiring simple to complex analytical judgment: The employee exercises judgment to analyze facts or conditions to determine what action should be taken using standard practices.

FACTOR V: SCOPE AND EFFECT

  • Facilitates management by attending to a variety of administrative details, which are necessary to ensure a smooth workflow.

FACTOR VI: PERSONAL CONTACTS

  • Contacts are with co-workers, employees from other government agencies, managerial personnel and other administrative officials.

FACTOR VII: PURPOSE OF CONTACTS

  • The purpose of the contacts is to offer or obtain specialized information and to provide assistance on relevant matters.

FACTOR VIII: PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to:

  • Reach with hands and arms and grasp objects;
  • See to read fine print, and review information on a PC monitor, etc;
  • Sit, talk and hear within normal range;
  • Manipulate objects with fingers, for example, using a keyboard;
  • Occasionally bend, lift, and move about.

FACTOR IX: WORK ENVIRONMENT

  • Work environment involves normal everyday hazards or discomforts typical of offices;
  • Exposure to deviations from pleasant environmental conditions is only occasional.

MINIMUM QUALIFICATIONS

  • Associate of Art degree in Business or Secretarial Services and at least one year experience in personnel matters; or
  • High School Diploma and at least three years progressively responsible experience, two of which should be in the personnel field.

POSITION: PERSONNEL OFFICER

DESCRIPTION

The Personnel Officer performs administrative functions and provides support to the training and development for employees and the recruiting, screening, and hiring of new staff in accordance with Department policies. The employee reports to a higher level officer.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Prepares job descriptions identifying the essential characteristics of a class of positions, or drafts supplementary changes to existing descriptions necessitated by changes in function, organization or qualification requirements;
  • Replies to correspondence regarding employment inquiries, reviews applications for employment or promotion, and interviews job applicants and employees inquiring about promotion;
  • Informs job applicants, by telephone, letter, or e-mail, of their employment application status;
  • Reviews applications to determine if the qualification requirements are met or if disqualifying factors are present; evaluates education and experience according to specific instructions; refers more complex cases to supervisor;
  • Gathers subject matter information for use in examinations; selects and develops testing devices, and constructs examinations under supervision; acts as monitor in assembled examinations; grades examinations prepares examinee list with scores;
  • Makes appropriate and productive use of computer and software technologies in the generation of documents, data analysis display and/or database retrieval;
  • Assists with recruitment exercises and participates in job fairs as needed;
  • Attends meetings, seminars, conferences and training programs pertaining to the personnel administration area;
  • Designs and/or organizes orientation classes and diversity training sessions for new employees;
  • Administers skills profiling and other aptitude tests to employment candidates;
  • Assists with the development of performance evaluation criteria, job selection criteria techniques and procedures to enable the Division to effectively meet overarching objectives;
  • Develops sexual harassment training schedule for school and activity centers;
  • Maintains professional application database;
  • Revises and periodically reprints the Employee Orientation Handbook;
  • Edits the HR News and Views quarterly newsletter;
  • Team player on annual local and national recruitment efforts;
  • Writes spots for radio advertisements;
  • Acts as liaison for the Masters in Mathematics for Secondary Teachers program;
  • Prepares Notice of Personnel Action, fills requests for employment verification and performs other tasks associated with personnel at schools and activity centers;
  • Performs other duties as assigned.

FACTOR I – KNOWLEDGE And ABILITIES REQUIRED

  • Knowledge of human resources policies, procedures, rules and regulations;
  • Knowledge of the federal laws and regulations relating to human resources management;
  • Knowledge of position analysis and evaluation to determine appropriate title;

FACTOR II- SUPERVISORY CONTROLS

  • The employee receives general supervision from the Human Resources Director who defines objectives, priorities and deadlines. Tasks are performed with minimal supervision, independently organizing and completing assignments and referring complex problems to the supervisor for guidance.

FACTOR III - GUIDELINES

  • Guidelines include local and federal laws, personnel rules and regulations, position and qualification standards, and standard operating procedures of the Department of Education.

FACTOR IV - COMPLEXITY

  • The job is complex in nature. It requires extensive knowledge of human resources policies and procedures. The Personnel Officer must manage multiple priorities and meet established goals and targets.

FACTOR V - SCOPE AND EFFECT

  • The employee provides support for recruiting, staffing and management advisory services provided by the Division of Human Resources. Services provided have a direct impact on the short and long term productivity levels achieved and maintained in the Department of Education Division of Human Resources.

  • The employee interacts with colleagues, administrators, union personnel, and the general public.

FACTOR VII - PURPOSE OF CONTACTS

  • Contacts are made in person and through phone calls to exchange information on human resource issues and initiatives and to liaise with management on technical issues.

  • The job is primarily sedentary in nature.

MINIMUM QUALIFICATIONS

  • Bachelor of Arts degree in Business Administration, Organizational Communication, Human Resource Management or closely related field and a minimum of two years experience in human resources; or
  • Associates degree in Business Administration, Human Resource Management or closely related field and a minimum of five years experience in human resources.

POSITION: PERSONNEL RECORDS CLERK

DESCRIPTION

This is standard personnel work, which involves the filing and processing of various personnel documents. Work in this class involves the maintenance of official files and records for government employees and retirees, ensuring that records are accurately filed in accordance with applicable laws  and rules and regulations. Immediate supervision is received from a higher-level officer.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Files sequentially all documents in the employee’s Official Personnel Record (OPR) folder and file in appropriate cabinet;
  • Maintains all government employee personnel records and record room in compliance with rules and regulations and established procedures;
  • Maintains and processes documents using the Electronic Resource Program (ERP);
  • Retrieves OPR folder when requested;
  • Uses computer database to maintain record of OPR folders;
  • Establishes OPR’s for new employees;
  • Performs simple filing according to clearly defined categories and classification criteria;
  • Serves as an alternate in the absence of the receptionist;
  • Performs other related duties as required.

FACTOR I: KNOWLEDGE AND ABILITIES

  • Knowledge of payroll accounting requirements, appropriate laws, codes and regulations;
  • Knowledge of the principles and techniques of filing;
  • Ability to maintain satisfactory working relationships with other employees and the public;

This is recurring work which involves the safekeeping of personnel records and maintenance of documents for employees of the Virgin Islands Government. Employee is required to understands and follow simple instructions. Duties are standardized.

FACTOR V: SCOPE AND EFFECT

  • The purpose of this work is to maintain proper control of employees and retirees’ employment records making sure that all pertinent documents are safely filed in the employees’ OPR folders.

FACTOR VI: PERSONAL CONTACTS

  • Contacts are with co-workers, other government employees and retirees requesting to place, review or retrieve documents.

FACTOR VII: PURPOSE OF CONTACTS

  • The purpose of contacts is to facilitate the proper processing, management and storage of personnel files.

FACTOR VIII: PHYSICAL DEMANDS

The work involves:

  • Walking, standing, reaching, bending and lifting;

POSITION: PROGRAM MANAGER (TFASEG) (Territorial and Freely Associated States Education Grant- T&FASEG)

DESCRIPTION

This is highly administrative work which involves coordination of activities involving teacher qualification. An employee in this class is responsible for supervising, planning, directing, monitoring and coordinating activities carried out by the Territories Freely Associated States Education Grant Teachers/Paraprofessional Quality Program (TPQ).

DUTIES AND RESPOSNIBILITES (NOT ALL INCLUSIVE)

  • Coordinates all activities involving Teacher Qualification;
  • Oversees federally funded projects aligned with the Territories Freely Associated States Grants;
  • Supervises, plans, directs, monitors, and coordinates activities related to TPQ;
  • Remains abreast of requirements to comply with federal and local laws and standards;
  • Reviews  and processes  federal  program  documentation  to  include  grants  applications, agreements memoranda and letters;
  • Ensures that proper documentation of program is kept and prepares reports;
  • Coordinates activities related to needs assessment;
  • Examines data to determine personnel needs as it relates to teacher/paraprofessional quality;
  • Maintains supervisory control over technical and managerial aspects of program actives;
  • Analyzes data on program effectiveness and prepares report for management;
  • Reviews all correspondences and expenditure request related to the grant;
  • Coordinates and chairs all teacher quality meetings, technical assistance activities;
  • Advises the director on program policy, programmatic expectations, and other pertinent information

Warehouse Receiving Officer

POSITION: WAREHOUSE RECEIVING OFFICER

DESCRIPTION

The Receiving Officer performs highly skilled work in carrying out assignments, including the handling of goods, products and supplies that come through the Department of Education’s warehouses/stockrooms. The employee is responsible for receiving and storing office and school supply shipments in the warehouse and accurately packaging and shipping them in an efficient and timely manner.

DUTIES AND RESPONSIBILITIES

  • Assumes responsibility for taking periodic inventories of materials and supplies;
  • Assists in responding to complaints regarding problems as assigned and reports findings to supervisors orally and/or in writing;
  • Signs, maintains and documents records appropriately attesting to the inspection, receipt, issuance and remaining balances of stock;
  • Recommends the replenishment of stocks based on established minimum quantities and, when necessary, the modification of storeroom procedures and regulations;
  • Ensures that all shipments are received in good, undamaged condition;
  • Assists with loading and unloading trucks, using forklift and electric pallet jacks;
  • Assists in opening containers and unpacking and examining incoming shipments;
  • Labels incoming orders with identifying number, quantity and description;
  • Compares identifying information and counts items of incoming shipments to verify information against bills of lading, packing slips, invoices, orders, or other records and initials completed paperwork;
  • Picks customer orders from stock and routes items to various departments and buildings;
  • Confirms  that  orders  contain  the  correct  items/supplies  numbers  and  quantity  of items/supplies to match the transfer documentation;
  • Uses  computer  system  and  or  barcode  system  to  track,  locate,  and  pull  correct items/supplies;
  • Rejects and takes appropriate action for any inconsistency between purchase orders and shipments received;
  • Rejects damaged items and shortages, and contacts suppliers in reference to rejected items requesting due action;
  • Schedules the pick up of materials with schools, activity centers and other locations;
  • Sorts and places materials or items on racks, shelves, or in bins in predetermined locations;
  • Sorts orders as necessary for correct priority;
  • Keeps area neat and in order;
  • Performs other related work as required.

  • Knowledge of warehouse supplies receiving and storage;
  • Knowledge of stocking items/supplies, accurately counting items/supplies, picking up orders, packing required items/supplies and delivery process;
  • Ability  to  read  and  understand  written  instructions,  shipping  orders,  department paperwork, and safety warning labels;

  • The employee supervises warehouse laborers, and drivers;
  • The  employee  works  under  the  direct  supervision  of  the  Director  of  Property, Procurement and Auxiliary Services;
  • Work is controlled by routine review and reporting with supervisor and through on-site visits, and achievement of objectives.

  • Federal safety and departmental guidelines and procedures must be followed.

  • The employee follows standard policies and procedures to perform repetitive or routine duties. Position calls for sound decision making.

  • The employee is responsible to fulfill agency objectives by supporting, assigning and performing routine work activities to ensure the efficient management and  timely distribution of supplies to schools and activity centers.

  • Requires personal contact with fellow employees, supervisors and administrators as well as vendors for the purpose of obtaining, clarifying, or giving facts or information to aid in the accomplishing of objectives and daily tasks.

While performing the duties of this job, the employee is regularly required to:

  • Reach with hands and arms and grasp objects;
  • See to read fine print, and review information on a PC monitor, etc;
  • Sit, talk and hear within normal range;
  • Manipulate objects with fingers, for example, using a keyboard;
  • Frequently bend, stoop and move about;
  • Stand for long periods of time with intermittent walking;
  • Lift/push/pull up to 70 pounds.

FACTOR VII: WORK ENVIRONMENT

  • Requires performing regular job functions in an adverse working environment containing a  combination of disagreeable elements which may impact  significantly  upon  the employee's capacity for completing work assignments;
  • Some goods may require special condition handling and storage, which may affect the working environment;
  • Loading  and  unloading  may  be  outdoors  in  inclement  weather,  requiring  the  use protective clothing.

MINIMUM QUALIFICATIONS:

  • High School Diploma or equivalent (GED) and four years experience in warehouse receiving assignments, maintenance, and overall warehouse operation; or
  • Completion of 12th grade and 4 years experience as a Property and Procurement Clerk;

and

  • Valid Virgin Islands Driver’s License.
