ADMINISTRATIVE OFFICER III

DESCRIPTION

This is a technical administrative work at full performance level. Work in this class involves the performance of responsible administrative, management and financial services. An employee is expected to use his/her knowledge, experience and judgment in the application and interpretation of rules and regulations.

Supervision is exercised over a moderately-sized management and clerical staff. General direction is received from a higher-level officer or department head to assure consistency with policies and procedures.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Assists in planning, developing, and executing operating procedures for agency or division;
  • Participates in the planning and programming of agency activities and assists in formulating work schedules;
  • Collects, sorts and assembles departmental-wide information and use information to prepare reports for such assignments as budget estimates, annual and other periodic reports including  findings,  conclusions, forecasts, and recommendations;
  • Directs and conducts a variety of studies and investigations of problems affecting agency operations and advises superior of problems and possible solutions;
  • Acts  as  departmental  personnel  officer  in  compliance  with  laws,  rules,  regulations,  policies,  fiscal management and other administrative functions;
  • Performs liaison work between agencies and representatives of other organizations; confers with superior and officials from other agencies in the development, interpretation and installation of programs and procedures; interprets, discusses and explains agency program;
  • Recommends to superior improved policies and procedures; assures that new and revised policies and procedures are properly implemented;
  • Utilizes computer systems to provide appropriate support;
  • Prepares letters, reports and other documents as appropriate in fulfilling job duties and responsibilities;
  • Performs other duties as required or assigned.

 

FACTOR I: KNOWLEDGE AND SKILLS REQUIRED

  • Knowledge of various software applications, such as Word, Excel, Power Point, Access and other computer programs and software;
  • Considerable knowledge of the general theory and principles of such aspects of public administration as budgeting, general procurement and supply, personnel administration and decision-making;
  • Ability to interpret and understand complex procedural and general administrative legislation, rules and policies and to apply them to a wide variety of problems;
  • Ability  to  translate  general  administrative  instructions  into  specific  action  for  purposes  of  developing departmental management procedures and for coordinating general administration in the department;
  • Ability to plan and administer agency programs;
  • Ability to prepare and review complex activity reports of agency functions;
  • Ability to solve problems by choosing solutions from among several alternatives that are not necessarily governed by established procedures;
  • Ability to establish and maintain effective working relationships with all persons contacted during the course of work;
  • Ability to remain calm and courteous under stressful circumstances;
  • Ability to communicate effectively, interpersonally and organizationally.

 

FACTOR II: SUPERVISORY CONTROLS

  • Employee works under the supervision of a higher-level officer who outlines scope of work, goals and objectives and furnishes guidance only in new situations and on critical issues;
  • Incumbent plans and schedules own work and/or work of others based on the understanding of broadly defined objectives and priorities. Supervisor reviews work upon completion through conferences, reports and achievement of objectives.

FACTOR III: GUIDELINES

  • Employee is expected to use knowledge acquired through training and experience in making independent decisions;
  • Federal and departmental guidelines and procedures must be followed.

 

FACTOR IV: COMPLEXITY

  • Work  is  of  a  demanding,  confidential,  and  organizational  nature  that  involve  multifaceted  duties  with changing situations, and time pressures;
  • Duties require a high degree of concentration since different factors must be considered and weighed before decisions can be reached;
  • Work   involves   a   complicated   tasks   requiring   coordinating   numerous   processes/methods,   careful interpretation and excellent judgment;

 

FACTOR V: SCOPE AND EFFECT

  • Responsible for performing administrative staff assignments and office management work for a departmental division or institution, particularly in assisting a higher-level administrator with the management of the agency.

 

FACTOR VI, VII: PERSONAL CONTACT AND PURPOSE OF CONTACTS

  • Contacts with co-workers, supervisor and other administrative officials;
  • To provide administrative staff support in the areas of fiscal management, personnel management, and other administrative functions and to represent the department, explaining department’s programs and procedures.

 

FACTOR VIII: PHYSICAL DEMANDS

While performing the duties of this job, the employee is required to:

 

  • Sit, and talk or hear within normal range;
  • Reach with hands and arms;
  • Read fine print, and review information on a PC monitor, as well as, hard copy output;
  • Manipulate objects with fingers. For example, using a keyboard;
  • Use the spoken word;
  • Move about and exert some physical dexterity.

 

FACTOR IX: WORK ENVIRONMENT

  • Work environment involves normal everyday hazards or discomforts typical of offices, meeting and training rooms;
  • Comfortable levels of temperature, ventilation, lighting and sound are inherent in the work environment;
  • Exposure to deviations from pleasant environmental conditions is only occasional;
  • The likelihood of injury is remote.

 

MINIMUM QUALIFICATIONS

  • Graduation from a recognized college or university with major work in Business Administration or a closely related field and four years of administrative experience, or
  • Associates degree in Business Administration or a closely related field and six years of administrative experience; or
  • Completion of the twelfth school grade, including commercial subjects and eight years experience as an Administrative Secretary; or five years experience as an Administrative Officer II.

Occupational Therapist

POSITION: OCCUPATIONAL THERAPIST

DESCRIPTION

This work is of great responsibility involving the maintenance of safe, orderly conduct of activities and programs within school grounds. Work involves reducing incidents of disorderly behavior on the school grounds and the discouragement of disruption of school business, programs, and other activities by students and/or non-students. The employee is required to use respect and good judgment while enforcing rules and regulations in accordance with established guidelines. Supervision is received from the School Safety Manager working collaboratively with the School/Activity Center Administrator through periodic inspections, review and analysis of reports submitted.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Plans, develops and administers treatment plans, programs and implementation goals for students in order to ensure that maximum rehabilitation and therapeutic activities are provided to needy students; assess students needs, interests, attitudes and abilities through interviews, testing and observations;
  • Re-evaluates and modifies treatment plans at periodic intervals as is necessary; treats students in specific and specialized rehabilitation activities and interprets findings;
  • Evaluates students’ treatment plan by gathering data from a variety of sources such as students’ records, interviews, observations and team members;
  • Coordinates treatment plans with students, family members, and the medical care team and communicate observations, facts and comments;
  • Prepares written documentation as required by the profession and the department’s practices and procedures (e.g. evaluation results, individualized treatment plans, and progress reports).
  • Reviews the quality and appropriateness of total services delivered and of individual occupational therapy programs for effectiveness and efficiency using predetermined criteria;
  • Maintains service-related records of students and adhere to departmental policies, practices and procedures;
  • Provides education to members of the students care team through in-service meetings, workshops and training, as well as the community;
  • Participates in committee and staff meetings as directed;
  • Assists in the care and maintenance of all equipment and supplies;
  • Supervises lower-level Certified Occupational Therapy Assistants and Occupational therapy workers;
  • Requires positioning of students, lifting of supplies and equipment;
  • Performs related work as required

KNOWLEDGE, SKILL AND ABILITIES

  • Knowledge of the concepts, principles, practices, techniques and procedures of rehabilitation and therapeutic applications in the occupational therapy field;
  • Knowledge of the pathology of physical and mental illness, psychology, human anatomy, kinesiology and physiology;
  • Knowledge of the various modes of treatment plans and activities, which would aide in the maximum rehabilitation of students;
  • Ability to assess, plan, develop and evaluate specific treatment plans and rehabilitation techniques to help students reach their maximum potential;
  • Ability to work harmoniously and effectively with all those contacted during the course of work and demonstrate sensitivity, empathy and adaptability;
  • Ability to establish and maintain satisfactory working relationships with students, as well as inspire confidence and motivate them to carry out prescribed treatment;
  • Ability to exercise sound, independent judgment in carrying out functions of the position;

EDUCATION AND EXPERIENCE

  • Master’s degree from an accredited Occupational Therapy professional program and at least (2) years of experience as an occupational therapist, preferably in a school and/ or pediatric practice setting; and
  • A valid license to practice Occupational Therapy in the USVI.

POSITION: PAINTER

DESCRIPTION

This is skilled work on the journey man level in the painting, decorating and refinishing of building interiors and exteriors and other structures, equipment and furnishings. . General instruction and supervision are received from an administrative or maintenance supervisor, but an employee is expected to use some initiative and work with minimum supervision.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Smooth walls and other surfaces by using sandpaper, brushes or steel wool;
  • Removes excess paint and prepares surfaces for paintings by using scraper, paint remover or wire brushes;
  • Fills holes, cracks and joints with putty plaster or other filler;
  • Selects premixed paints or mixes paints to match specified colors by adding required portions of oil, pigment, thinner and other substances;
  • Applies paints, shellac, varnish, enamel or other coating to prepare surfaces using brushes, spray guns or paint rollers;
  • Creates special effects and designs with the use of brushes, cloth or fingers;
  • Performs related work as required.

KNOWLEDGE, SKILL AND ABILITIES

  • Knowledge of the materials, equipment and methods used in the trade of a painter;
  • Working knowledge of the occupational hazards and safety precautions to be observed in the trade;
  • Skill in the care and use of the standard tools and equipment in the trade of a painter
  • Ability to work long hours while standing;
  • Ability to read, write, understand and follow oral and written instructions;
  • Ability to establish and maintain effective working relationships with all persons contacted during the course of work
  • Ability to lift seventy (70) pounds or more.

EDUCATION AND EXPERIENCE

  • High School Diploma or G.E.D. and (3) three years experience at the journeyman level ; or
  • Completion of an apprenticeship

POSITION: PARAPROFESSIONAL

 

DESCRIPTION

The paraprofessional assists with providing appropriate educational opportunities and instruction for each student, according to the guidelines established by the VI Department of Education. An employee in this class is required to perform a variety of routine and generalized work, assisting teachers in providing supportive learning environments, and protecting the safety, health, and well-being of learners and staff. The paraprofessional works under the direct supervision of a teacher, counselor, assistant principal, or principal.

MAJOR DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Supervises children on school grounds in the playground, lunchroom and study periods;
  • Makes lunch reports and assists in the correction of objective tests;
  • Assists in maintaining good behavior of children on the way to and from the classroom, lunchroom and other areas;
  • Assists with instruction in subject area(s) as assigned by the teacher;
  • Assists in distributing, collecting and storing materials and equipment as requested by the teacher;
  • Assists in recording attendance, filing and maintaining updated catalog material;
  • May assist with pre-assigned or selected lesson reviews in teacher’s absence;
  • Tends to toiletry needs and nurses illnesses, especially of younger children;
  • Provides assistance to students to facilitate learning;
  • Participates in staff development though participation in training, workshops, and conferences, as appropriate;
  • Assists in the preparation of visual aid materials for instruction as determined by teacher; and may operate audio-visual equipment;

POSITION: PBX OPERATOR RECEPTIONIST

DESCRIPTION

Under the direction of a supervising PBX Operator-Receptionist or a higher level clerical employee, an employee in this class operates an agency’s switchboard in processing telephone calls. The employee also acts as a receptionist and performs routine clerical tasks. The employee is responsible for establishing and maintaining good relations with callers.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Answers all incoming local and long distance telephone calls supplying general information and making proper connections to persons requested, places local and long distance outgoing calls and all interoffice calls.
  • Receives and delivers messages by telephone between departmental personnel and outside persons.
