POSITION: LICENSED PRACTICAL NURSE

DESCRIPTION

This is professional nursing work in the delivery of nursing care services. Employees in this class are responsible for providing clinical and technical aspects of nursing care in accordance with established policies and procedures of the hospital; assists the Registered Nurse in the delivery of nursing care.  Employees receive direct supervision from a Registered Nurse/Head Nurse who is in charge of a nursing operation/unit.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Assists in assessment of physical, psychological and social dimensions of patients;
  • Assists in planning a formal plan of care for patients;
  • Assists in and directly participates in implementing plan of care;
  • Implements clinical and technical aspects of care and nursing orders in accordance with established policies and procedures. Intervenes with proper technique, procedure and safety precautions to meet individual needs of patients;
  • Administers drugs under the supervision of a Registered Professional Nurse;
  • As authorized, set up intravenous fluids to be started, hang the fluid bottle, monitor and discontinue the fluid and change tubing as necessary;
  • Implements medical plan through passing medications and documentation of same;
  • Functions within the limits of V.I. Nurse Practice Act, hospital and nursing department policies and procedures;
  • Assists in evaluating nursing care provided;
  • Gives direct care to patients with complicated nursing problems and assists with care of patients in critical condition;
  • Performs treatments or assists in treatments and procedures, such as insertion of straight and retention catheter, administering tube feedings, changing and application of dressings and compresses; and doing oral, nasal and tracheal suctioning;
  • Observes patients and records information according to prescribed hospital policy and procedure;
  • Keeps nursing personnel informed regarding changing conditions of patients and/or other pertinent observations;
  • Assists in assessment, planning, implementation and evaluation of patient and family instruction;
  • Provides support for emotional needs;
  • Teaches appropriate self-care;
  • Advocates use of community resources;
  • Develops and maintains interpersonal relationships with patients, visitors and hospital personnel;
  • Keeps patient information confidential and respects patients’ right to privacy;
  • Assists in maintaining a clean, safe environment for patients and co-workers;
  • Transports patients to other units and/or departments;
  • Assists in and performs unit assignments as required;
  • Participates in in-service programs for self-enrichment to maintain the high quality of nursing practice and seeks further growth through other education opportunities.

KNOWLEDGE AND ABILITIES

  • Knowledge of common health illnesses and their social implications;
  • Knowledge of current developments in the field of nursing;
  • Knowledge of operation procedures, practices and techniques;
  • Knowledge of hospital nursing policies, rules and regulations governing patient care;
  • Knowledge of methods of cleaning and sterilization;
  • Ability to establish and maintain effective working relationships with administrative and nursing staff, patients and community;
  • Ability to read, understand and follow oral and written instructions;
  • Ability to express ideas clearly;

QUALIFICATIONS

Completion of High School or equivalent; and

Graduation from an accredited school of Practical Nursing; Completion of accredited pharmacology courses.

Current V.I. license as a Practical Nurse.

Maintenance Mechanic

POSITION: MAINTENANCE MECHANIC

DESCRIPTION

This is skilled work in performing repair and maintenance work to buildings and equipment. An  employee in this class usually works out of a central maintenance shop in which detailed request for  repair and maintenance work are submitted. General instruction and supervision are received from an administrative or maintenance supervisor, but an employee is expected to use some initiative in assuming repair and maintenance assignments and work with minimum supervision. This employee is given considerable latitude in exercising professional skills and independent judgment in the performance of work.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Assist in general repair and maintenance of building structures;
  • Makes cost estimates for small repair and maintenance jobs to which assigned and prepares request for materials and supplies needed to complete the assignments;
  • Supervises a small number of laborers and other workers assigned to a given job;
  • Performs a variety of repair jobs involving a combination of skills in gasoline and diesel equipment mechanics;
  • Performs a variety of building and grounds repair jobs involving a combination of skills in carpentry, plumbing, electrical and/or masonry trades;
  • Turns off electrical, water, and gas supply and starts emergency supply when necessary;
  • Performs related work as required.

KNOWLEDGE, SKILL AND ABILITIES

  • Considerable knowledge of the principles and techniques of at least two of the building or mechanic trades and some knowledge of a variety of the other trades related there to;
  • Knowledge of the methods, practices, tools, and materials of several of the building or mechanic trades;
  • Skill in the use of a wide range of tools and materials of several of the building or mechanic trades;
  • Ability to make inspections to determine the need for repairs and perform or assist in performing a variety of repairs needed for proper maintenance of buildings, grounds, and equipment;
  • Ability to supervise a small group of skilled and other workers assigned to a job;
  • Ability to work for long hours while standing.
  • Ability to read, write, understand and follow simple oral and written instructions.
  • Ability to establish and maintain effective working relationships with all persons contacted during the course of work. 
  • Ability to lift 70 (seventy) pounds or more.

EDUCATION AND EXPERIENCE

  • High School Diploma or G.E.D. and (3) three years’ experience at the journeyman level in at least two (2) of the building or mechanical trades; or
  • An Associate’s degree in a related area

POSITION: MASON

DESCRIPTION

This is skilled work on the journey man level in the maintenance and repair of masonry structures. An employee in this class performs a variety of skilled masonry tasks on government buildings. Assignments may involve bricklaying, cement finishing, stone masonry or setting ceramic tiles. Work is performed with minimal supervision. Work is reviewed by the maintenance supervisor.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Mixes and pours cements and mortars by hand or with mixer; builds simple forms for concrete; lays, bricks, stones, or concrete blocks;
  • Lays, finishes, and repairs concrete sidewalks, floors and steps; repairs and replaces worn marble and stone stairways;
  • Repairs, patches and replaces plaster walls; weatherproofs leaky wall with caulking compound, mortar, or roofing cement; caulks windows against drafts and water;
  • Builds partitions, columns, pilasters and abutments; installs ceramic or glazed tile;
  • Performs other assigned maintenance tasks including fence repair, rough carpentry and plastering as assigned
  • Performs related work as required.

KNOWLEDGE, SKILL AND ABILITIES

  • Knowledge of the materials, equipment and methods used in the masonry trade;
  • Working knowledge of the occupational hazards and safety precautions of the trade;
  • Ability to make time and material estimates;
  • Ability to interpret and work from penciled sketches and drawings;

POSITION: ACCOUNTANT I

DESCRIPTION

Accounting work of this class work involves routine accounting procedures, principles and techniques. An employee in this class keeps records of accounts in a small administrative unit and is responsible for the preparation of accounting and fiscal reports, and the maintenance of less complex control accounts. Problems involving policy matters and significant irregularities are referred to a superior officer for advice or assistance. Work is performed in accordance with established procedures. Work skills are reviewed through periodic checks, on completion of assignments, and from progress reports.

 

 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Posts accounting data to general ledger accounts from subsidiary reports;
  • Makes trial balances in preparation for financial reports;
  • Reconciles accounts, records, reports and journals;
  • Creates forms, statements, audit reports and other records;
  • Maintains expenditure and budgetary control accounts and prepares necessary reports relating to account status;
  • Engages in posting and processing information for fiscal reports;
  • Exchanges non-routine information using tact, requiring good oral and written communication skills;
  • Other duties as required.

 

FACTOR I: KNOWLEDGE AND SKILLS

  • Knowledge of the provision of the accounting manual of the Government of the Virgin Islands as they relate to recording and reporting of fiscal transaction;
  • Knowledge of generally accepted accounting principles, theories, practices and their application to a wide variety of transaction involved governmental accounting;
  • Knowledge  of  spreadsheets,  word  processing  software,  computer  applications  related  to  the  work, accounting software and willingness to learn and use accounting and financial reporting software;
  • Knowledge of procedures, modern office practices, and basic office management; business language and arithmetic;

  • Purpose of contacts is to plan, coordinate and to receive advice on work effort. Contact is also for the purpose of interpreting guidelines or instructions, receiving guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals.

POSITION:     ACCOUNTANT II

DESCRIPTION

This is accounting work involving routine accounting procedures, principles and techniques that differs from Accountant I and III in level of responsibility.

Work usually includes the more advanced accounting duties in the keeping of accounts calling for the application of professional accounting techniques to a variety of problems. An employee in this class must exercise considerable judgment in allocating charges and credits to proper accounts, and in the preparation of journal entries for unusual transactions. Work includes responsibility for giving technical advice to subordinate accountants and account clerks in the performance of their work. The employee must exercise considerable independence of judgment. Decisions regarding matters affecting general policy are referred to a higher rank technical or administrative employee. Work is reviewed at completion only for maintaining general standards of performance.

 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Maintains accounting records of a moderately complex accounting system;
  • Supervises posting of accounting data to general ledger accounts from subsidiary records
  • and papers;
  • Supervises the batching of documents to be entered into the ERP system, maintains control totals, and balances control totals to tabulations of documents keypunched; and takes trial balances and balances subsidiary records to control accounts;
  • Prepares financial reports;
  • Assists in the development of new methods and procedures for the operation of the accounting unit;
  • Makes  adjustment  journal  vouchers,  verifying  correct  application  of  accounting  principles  and  for mathematical accuracy;
  • Supervises the maintenance of expenditure and budgetary control accounts and prepares necessary reports relating to account status;
  • Maintains records necessary for the determination and reporting of federal expenditures and fund balances on federal and/or state programs;
  • Performs related work and other duties as assigned.

 

FACTOR I: KNOWLEDGE AND SKILLS REQUIRED

  • Considerable knowledge of accounting principles and procedures and ability to apply such knowledge to accounting transactions;
